Is the LGCL available in the same format as the GCL available at www.govtalk.gov.uk?

Not exactly. We have defined an XML format for controlled lists and expressed a number of lists in this format (see http://www.esd.org.uk/standards ).

From the XML we derive other formats including Word and CSV.
